Official Communication from the Town of Lyons

Lyons Primary Planning Area Master Plan Public Hearing

Monday, March 13 | 7 p.m. | Lyons Town Hall

The Lyons Primary Planning Area (LPPA) Master Plan: Comprehensive Plan Amendment and Three-Mile Plan public hearing before the Planning and Community Development Commission (PCDC) is scheduled for March 13, beginning at 7 p.m., at the Lyons Town Hall Board Room. The final draft of the document is now available for public review.

Commencing in March of 2016, the Town of Lyons kicked-off a planning process that included 10 public meetings. The purpose this process was to develop a plan that would help to inform any future development in any of the areas outside of town limits that are within the boundaries of the Lyons Primary Planning Area. These LPPA boundaries were established by a 2012 Intergovernmental Agreement with Boulder County. According to state statutes, a municipality must have a Three-Mile Plan in place before any annexations can be finalized. So not only will the LPPA Master Plan guide future decisions on development and land uses in the planning area, it will also satisfy the Three-Mile Plan state requirement. In order to satisfy these requirements, the LPPA Master Plan must be adopted as an amendment to the 2010 Comprehensive Plan. Therefore, the plan will need to be approved by a super majority (2/3rds) of the members of the Planning & Community Development Commission before being ratified by resolution by the Board of Trustees.

The PCDC Public Hearing will be take place on March 13, 2017 at 7pm at Town Hall. The final LPPA Master Plan and Appendix can be found here. This document will have an impact on the future development of Lyons.

Public comment is welcomed and encouraged.

South St. Vrain Overflow Channel Construction

Project Timeline: March through June 2017

Construction for the South St. Vrain flood mitigation overflow channel and aquatic habitat restoration will begin the week of March 13, 2017. The work will take place near the North and South St. Vrain confluence, located along 341 Park St., and consist of a permanent overflow channel diverted from the South St. Vrain. The channel is designed to relieve the stream of flooding during runoff and high flows.

Construction for this project is anticipated to run through June 2017. For your safety, please stay out of the area during this time.

Progress updates will be sent throughout construction.

Private Properties Notice

The Town has received notice of trespassing on properties located at 323 5th Avenue and 104 5th Avenue - Foothills Mobile Home Park. While property owners are working with Town as participants in the buyout program, the lots remain as private property. Furthermore, the areas pose significant safety hazards to individuals who have not been permitted access.

In the interest of respect for the owners, compliance with local and state law, and the safety and welfare of individuals, please stay out of the entire premises of both properties until further notice.

Thank you for your understanding and cooperation.

4th Avenue Pedestrian Bridge Update

The 4th Avenue pedestrian bridge, damaged during the 2013 flood, is currently being evaluated for rebuild. Based on current working designs, the feasible replacement at the same location would incur three to four times more than an initial estimate from FEMA, and severely impact adjacent properties, due to floodplain and ADA regulations. As a result, the Town is also examining possible alternate locations.

Currently, the Board of Trustees will be examining the design and possible alternatives at the March 20, 2017 BOT meeting.

Branch Disposal

Since 2013, the Town has discontinued curbside chipping. Please remember that it is illegal to place branches and unwanted limbs on Town & CDOT right-of-way property, which includes parks, alleyways and any property in the buyout program.

One of the nearest organizations that will collect branches is Western Disposal. For $0.45 per 20 lbs., residents (non-commercial) can drop off unwanted branches to Western's collection site, located at 5880 Butte Mill Road in Boulder. For larger pick-up loads, the cost equates to $44.40 per ton.

Western Disposal is open Monday - Friday, 7 a.m. to 5 p.m., and Saturdays, 7 a.m. to 2 p.m. Visit www.westerndisposal.com, or call 303-444-2037 for more information.
